California Law Updates 2025 Midyear

The following changes to California employment law apply to employers of all sizes, unless otherwise noted, and take effect on July 1, 2025:


Minimum Wage for Healthcare Workers

Nonexempt healthcare workers at the following types of covered facilities and who provide healthcare services or support providing healthcare are eligible to receive the following higher minimum wages:

  • $24 per hour for hospitals or integrated health systems with 10,000 or more full-time employees (including skilled nursing facilities operated by these employers), healthcare facilities run by large counties, and dialysis clinics

  • $18.63 per hour for healthcare facilities run by small counties and "safety net hospitals" (hospitals with a high governmental payor mix, independent hospitals with elevated governmental payor mix, and rural independent healthcare facilities)


Local Minimum Wage Increases

  • Alameda: $17.46

  • Berkeley: $19.18

  • Emeryville: $19.90

  • Fremont: $17.75

  • Los Angeles City: $17.87

  • Unincorporated Los Angeles County: $17.81

  • Malibu: $17.27

  • Milpitas: $18.20

  • Pasadena: $18.04

  • San Francisco: $19.18

  • Santa Monica: $17.81


LA County Retail Worker Fair Workweek Ordinance

Los Angeles County retail employers with 300 or more employees (located anywhere) must provide fair workweek protections to nonexempt retail employees who work at least two hours per workweek in unincorporated Los Angeles County.
